Though rules may vary from region to region within the nation, there are some general Russia adoption qualifications that all prospective parents must meet. Russian orphans may be adopted by a married couple or a single female. Prospective parents must have clear medical records and no criminal record. Both parents must be American citizens at the time of adoption, and meet financial guidelines and age restrictions.
Travel to Russia will be required. There will be two trips. The first will require about a week's stay, and can be accomplished by only one parent, though it is strongly advised that both parents go. A few months later, a second trip is required, lasting two or three weeks. Both parents must be present for the court proceedings.
