All documents except those that are to be APOSTILLED,
must go to the Circuit Court before going to the Lieutenant Governor's
office: In Hawaii, Dr. Alvin Onaka is the official State Registrar, and
when you order a birth or marriage certificate, there must be a
certification letter attatched from him. If you include a check or money
order made out to the Chief Clerk First Circuit Court, they will forward
the document for you. If you include another check or money order made
out to The Office of the Lieutenant Governor, they will forward it on
for you as well. It is best if you include express mailers for everyone,
and include a letter asking them to forward it for you.
