KAZAKHSTAN PROGRAM UPDATES

Last month, our Kazakhstan Program Director, Karen Carnesciali, spent two weeks in Kazakhstan and Russia meeting our coordinators and visiting orphanages in Almaty and Almaty Region. Our Kazakhstan families will enjoy Karen’s full report of her stay in the Kazakhstan E-newsletter before the end of February. But here’s a taste:

We are pleased to announce our first referral of 2008! A family will be traveling to Kazakhstan during the last week of February to meet their child. Congratulations and many blessings to our traveling family!

“My visit to Kazakhstan in mid-January left me with a new appreciation for the culture and bright future of this dynamic country. Just 16 years after gaining independence from the former Soviet Union, Kazakhstan is now an important player in the region as it works toward its goal of close of becoming the financial center of Central Asia... It is a country where the big cities are full of expensive cars and high end stores, but once you leave the city, you are likely to have to stop for cows in the middle of the road.”

“My most important goal for the trip was to meet with our in-country staff and learn about the present state of adoption Kazakhstan... I visited one children's home and two baby homes while in Almaty City and Region. It is impossible to visit an orphanage without coming away with a renewed commitment to Children’s Hope goal of providing health, homes, and hope to children in need.”

“I won't soon forget the hospitality shown to me when I enjoyed dinner at people's homes several evenings... I must say I was impressed by the culture, country, and people of Kazakhstan and I commend our families for choosing it as the country of origin of their children.”

New Estimated Waiting Time:
The Kazakhstan adoption program has grown significantly this year. Due to the large number of families currently in process to adopt from Kazakhstan, the estimated waiting time has also grown to two or more years - for families new to the program and for families who have not yet submitted their completed adoption paperwork. In the last 5 years, adoptions from Kazakhstan internationally have slowed for all agencies. As the year continues, the estimated waiting time may adjust as conditions change and trends become more evident.

Children’s Hope is currently working with nine orphanages in Kazakhstan, three within Almaty City, four within Almaty region and two within the Shymkent region. If new regions become available, the possibility exists for 30-40 of our families to finalize adoptions from Kazakhstan this year.

Workshop on International Adoption:
On January 25, a workshop on international adoption was held in Astana, Kazakhstan, for representatives of the Committee on Child Protection. Also invited were orphanage directors and heads of the Departments of Education, as well as representatives of the Supreme Court, Ministry of Foreign Affairs, and Ministry of Education. The League of Women’s Creative Initiative held a session at the workshop on international adoption.


Waiting Children – from New Staff Member Sandy Puhse

My first month at Children’s Hope has been a wonderful learning experience! I have really enjoyed talking to many of you and meeting my new families. Thanks for your patience with me as I try to answer so many questions! Karen and Jeff have been extremely kind and helpful. They are two very dedicated and compassionate people.

One of the jobs I have been asked to help with at Children’s Hope is the Waiting Children Program. I was very excited to get involved with this program as I am the adoptive parent of two waiting children. Both of my daughters are beautiful, amazing, precious gifts from God. Not a day goes by that I am not truly thankful for the joy they have brought into my life.

What are waiting children? Waiting Children are children that have already been identified as being available for adoption. They may be older (over 5 years) or have special medical needs such as a cleft lip/ palate, heart condition, etc. In every country there are always many older/special needs children in orphanages who have little or no hope of finding families. These children desperately need homes; they need warm beds to sleep in, good nutrition, clean clothing…most of all they need loving parents!

Right now in the Kazakhstan program we have three families who are pursuing a “waiting child” adoption. Two of our families are adopting beautiful older children and one family is adopting a beautiful special needs toddler. This is VERY exciting news for our Kazakhstan program!

One of Children’s Hope International’s goals is to encourage families to adopt older and special needs children and fees are adjusted to help parents adopt these children. Also, because these Waiting Children are already identified, the entire adoption process is shorter. If you are currently a Children’s Hope family, you may see the children currently available on CHI Family Net. At this point in time, there are not a lot of children in the program but our hope is that the more older/ special needs children we place, the more that we will be referred. As we strive to build our Kazakhstan Waiting Children program in 2008 and as we continue to offer humanitarian aid to our regions, we hope to show that the heart of Children’s Hope is for these precious orphan children.

There are many ways to create families; perhaps you will consider one of these wonderful waiting children. After all, in God’s eyes, the only real “special need” a child has is the need to be loved.
